Given the alleged success of the Government’s “zero tolerance” policy toward gangs, which has involved mass incarcerations, alleged summary trials, hundreds of deaths in custody, and documented torture and ill-treatment, we analyze the possibility that the authorities are committing crimes against humanity in the implementation of this policy.
